A few questions about the law...?

This is for a story I am writing:

1) this guy is 16 years old, he has been caught up in a gang. When the gang was arrested, he was injured - would he be taken to hospital and if so would he be taken to prison afterwards?

2) I then need to get him out of prison but if possible under some sort of surveillance... how can I make this work? Considering this gang robbed 9 high security places and murdered 6 people (Although we know he didn't take part in these, I can't see how the police would know this)

3) If a sixteen year old is left without family, are they taken into care or would they be expected to make their own way?

4) If he is slightly mentally unstable, would the above be affected?

Sorry, it's all a bit vague, but I need an understanding to help get this story done! Thanks for any help
