CA labor law- breaks ?

I have worked for the same company for more than 4.5 years and they now just told us we are supposed to get two 15's if you work more than 4 hours. Our breaks have always been: 4 hours= 1 fifteen, 6 hours= 1 fifteen and a lunch, even if you waive the lunch it's still 1 fifteen, work 6+ to 7.5 hours= 1 fifteen and a lunch and 8 hours= 2 fifteens and a lunch. Was I supposed to be getting this extra 15 the past 4.5 years and if so am I entitled to back pay? Also most of the staff have registers and the first couple of years we were only getting 10's. We would have to lock our register and go upstairs which usually takes up to 3 minutes and they used to count that as part of the break. Was that legal?

breaks and lunch is not California law, its federal law. Only thing California could do is mandate you get paid for your breaks which Fed says is optional. Not legal but you have no real recourse. All that could happen is they get an official letter telling them they need to givr you breaks.
