You can refuse.... but it will hurt your case.

It depends if it's mandatory or not. Look at the notice or ask your attorney.

Even if it's not mandatory, you should go. The judge will not look favorably on a party who refuses to try to work things out outside of court.

Not if it was ordered by the court. Even if it wasn't not going is not going to help your case.
