Can't Get My Personal Items Out Of My Towed Car?

I wrecked my car the day before yesterday in Hancock mass, the police called a towing company and they took my car to their lot, I did not have an opportunity to remove my personal property from the car and now my insurance company is being slow about contacting the towing company, the towing company says I cannot remove my property from the car until the bill is paid. is that true?(I need that stuff and can't pay the bill until I have it.

In many cases, state laws consider the vehicle contents to be included in the vehicle processing for lien purposes.

Now it does sound legal to me, and I have to say that towing in Massachusetts is regulated by the state PUC - PSC office and as such that would be the location to ask questions about this issue. I have huge problems finding information for that state online. Sorry I can not really help
