Do I need to register my security alarm system?

I am planning to order a GSM cellular security system online. The system actually gives me a phone call every time the alarm goes off. When I talked with a friend of mine he said if I get any security system I would have to register my security system every year and also I am require to get a permit for it and also I would have to pay a monthly fee and if there is a false alarm the police will charge me for every false alarm and if I don't get a permit or register my system they will charge me way more for every false alarm. I was just planning to get a system that doesn't require any monthly fee which the product suggest but if the law in Alameda county within the state of California require me to pay a registration fee and buy a permit for it then it just go against what I was going for which is not pay extra fees or monthly fee. I'm ok to pay for false alarms if police came but monthly fee and registration fee and permits is just too much.
