Does this wording qualify for what kind of Federal job?

I'm writing my resume to apply for Federal jobs on USAjobs.com but I just need someone to look it over and tell me what types of jobs would the following list qualify me for? Also, would you change the wording? TIA!!!

Prepare a variety of complex reports for management and governmental entities, ensuring full compliance with corporate, county, and state agency regulations and requirements within tight deadlines.
Authored professional correspondence, memos, minutes, and informational pamphlets.
Assisted president in budget reconciliation and other activities.
Provided sales support and reporting to sales department.
Provided contract reviews and feedback.
Designed and delivered a series of training to employees.
Well-rounded background in employee training, safety, operations and consumer affairs.
Wrote new Employee Reference Guide, Which helped employees better understand company operations.
Payroll reporting and printing of checks.
Oversee front-office operations and provide impeccable customer service:
Great problem solving ability and decision making.
Developed, established and maintained working relationships with vendors, customers, county and state regulators.
Independently evaluated day to day operations of facility to make sure operations were within county and state regulations.
Acted as the governmental liaison to provide environmental compliance with state and county agencies.
Attended and managed meetings, interviews and inspections by county and state regulators.
Finances: accounts Receivable and Payables
Collection calls and actions against difficult and large owing customers.
Recorded all details of interviews and calls for payments for any legal actions to be taken.

Budgeting.
I don't mean to sound negative, but you sure said nothing substantial with a whole lot of words. I work as a state regulator who liaisons with the EPA on a regular basis and if I saw that in a stack of applications it might go in my "maybe" pile if all the ones that said stuff about specific experience didn't work out. And I'm being generous here.

Also, you can't send in resumes, you have to go to a federal website and fill out their application. It's going to ask about job titles, pay, length of time in each job, possibly about any gaps, education/transcripts, where you want to work, which agency do you want to work for what are you trying to be, possibly what you hope to make (I think if you fill it our right you might rate a GS-5 or 7 depending on these factors, (age, race, and personal information aren't wanted or needed). Are you willing to relocate?

That's what you need to even be looked at.

You could probably qualify for any number of federal jobs based on that experience, providing that it is quantifiable. For example, in what capacity did you deliver training to employees, what salary did you earn in that position, and how long did you hold it? You must specify a month and year for the beginning and end of each position that you held. A "functional resume" like the one above is worse than useless for a federal job. It all sounds wonderful, but it doesn't demonstrate one year of specialized experience at the next lower level of the position you're seeking. So list the jobs you've held, your title, the month-year began and ended, and your salary, then list what tasks you perfomed on each of those jobs. If you performed budgeting, for example, on one job for three months and again on another job for 5 months and then again for 4 months, it will count together as a year. Something like "great problem solving ability and decision making" is fluff. How did you demonstrate it? In what position? Describe each position fully and don't worry about keeping the resume to one or two pages. Use what you need, and use bold titles and some white space to make it readable. And be forewarned that you may want to have several different resumes, each stressing different aspects of your experience or skills to more closely parallet what's needed. Read the major duties and the qualifications in each announcement closely.
