Help! Clueless about Ct rental laws...?

I rent a 2 bedroom in Stamford, Ct. for $1200, which was below market at the time (there were 3 units empty), and utilities (all electric) are not included. First off, I could not move in on the lease date because some minor repairs in the apartment were never fixed (ceiling leaks, small hole in wall, huge wall opening under kitchen sink, bathroom grout crumbled, non working door buzzer or peep hole).At the time I was 8mos pregnant and had I moved in my furniture there wouldve been alot of debris (ceiling spackled and spray painted by super but never finished) on everything! Being a new mom had me worried about my daughter now 10mos crawling and picking up grout etc..
Im a good tenant and although there a things to complain about I have never complained about anything. Now a year later upon my lease renewal my landlord is increasing my rent to $1400 with an additional $400 to my security deposit. I have never experinced such a high increase or even heard of the increase in a security deposit! Can my landlord raise my rent 18% within the year and add $400 to the security deposit? OR am I being taken advantage of?

Unless you live in a rent controlled area (very rare in CT), the landlord can raise the rent as high as he likes. If you don't agree with the increase, your free to move elsewhere.
