I get this all the time. Whatever you do don't open the attachment that comes with it. It is a virus. And Yes the thing is a scam. If you just look at the e-mail and don't open the attachment you are fine. Just delete the stupid thing.

And whoever is sending this crap out can rot in hell. I wonder how much money they have scammed from people so far?

Im a top contributor in the spam email category on Y!A.

Someone posts about this fake letter very often.

Do not open the attachment with the email, as it has a virus.
If you already did, then run a virus scan.
