How can people file complaints against Doctors who do bad medicine if then other doctors won't treat them?

Here in Texas, people are no longer allowed to anonymously complain to the Texas Medical Board about malpractice issues. So you have to give your name, etc.

But if you DO release your name, won't all the other doctors see your name and then go, ''Aha! If I ever run into this guy, I'll be sure NOT to treat him, because I don't want a potential complaint, too!''?

So it's kind of like a gang. If you rat out one gang member, there's going to be another one in the hierarchy that will go after you. A real chilling effect on justice.

If you're filing a legitimate complaint, why would you be worried about the release of your name? I don't think Doctors are on the look out on who are filing complaints about other doctors. There must be a system to protect the identity of the complainant even when they give their name, just as there is a way of trying to protect the Doctors' name from frivolous suits.
