How to start and write a petition to get the stae governor to investigate an issue?

I am having an issue with the wv workers compensation. There are several people that I know that have had critical blows from this government agency that is suppose to be the mediator between the state workers compensation and the employee hurt. There have been several people just in my area affected and I know there are probably thousands more in the state. I want to start a petition to get the governor to see the issues at hand; but I dont have a clue of how to go about this or start this up? Can anyone tall me where to begin and maybe where I can go on the net to get a basic legal help with writing this petition... you would be helping tons of people? Thanks...

Ahhhh ... this is an easy one if you live in New Zealand.
Start with putting a letter "To The Editor" in your local paper telling of your concerns. You will find that someone else will answer that, then the next week someone else etc etc etc.
Then you get together and discuss the issues.
After that you type out a Petition Form with a brief outline of what your Petition is all about. Then you all take about 20 pages each and ....
Get permission from Supermarkets and Malls, stand in the street ... anywhere and get people to read and sign your Petition. It must have the persons name, town on it.
In NZ we have our Parliament so I would ring them to find out how many signatures I would need. I don't know who you would ring for this information over there in the States.
Then when you have enough signatures, go to the papers and TV Studio and say that you are marching to (whoever) and deliver your cartons of signatures.
You have to get it out there first to let people know what you intend to do.

I don't know a whole lot about petitions, but you can always add fuel to fire by complaining to the state attorney general's office.
You should be able to find them by doing a Google search.
