Impeding traffic ticket in canada?

What % under the posted speed limit would you have to be going to get a impeding traffic ticket and also what % above the limit to get a speeding ticket. My guess is 10%. But i NEED someone to settle the argument my mother and I are having over this questions.

There is no hard and fast rule regarding speeding or impeding traffic.

I have written speeding tickets for 5 km over if the driver is in a school zone and I have given warnings for 30 over on a long stretch of empty highway. It's the officers discretion.

With that having been said, if someone is driving slow it isn't a problem, especially on a roadway with two lanes of traffic in each direction. If someone is driving slow on a standard 2 lane roadway such that others are clogged up behind them then I would consider a ticket.

In either case, there is no established percentage either way. At least not in my 32 year police career.
