hmmm... Nicely I assume you have a standard scanner, which covers the normal UHF bands.  The bands are not separated into police or other solutions, so what you heard could have been on a police, fire, taxi, road, site visitors, or garbage truck radio.  It could even be from any of these $19 walkie talkies that anyone can get. Unless I could identify the people talking, or the alleged future crime, I wouldn't do anything, because there is nothing I could do.  I can't imagine filing a police report with such vague information and have it taken seriously.
