My rental agreement states that I have 2 parking spaces, my landlord has blocked both of my spaces with storage of her stuff and now I have to park on the street, sometimes 2 or more blocks away and walk my 3 small children back to the apartment. I live in Los Angeles(city) California

Him Kim,

Write he a letter asking for your parking space. Give her like 15 days to respond.  If she does not; file a complaint with your local housing agency or consumer reporting agency. You can also ask for less rent since she's not honoring the lease. Include that info in your letter as well.  If you have an agreement for her to provide you 2 parking space; then she's supposed to honor that contract; if not she's breaking that contract and can be sued.  You have a great case.  Try the letter first and if she does not back down; then threaten to sue her and file a complaint with your local housing agency.
