Rear Ended....no Ticket To Hitter

I was rear ended last night in Las Vegas.  I was stopped in a right hand only turn - separated from 'straight' traffic by an island.  The guy behind me who was stopped, suddenly stepped on the gas and hit my bumper.  A police cruiser saw him hit me..   While there wasn't any real damage(a bent plate) and I wasn't injured - he didn't get a ticket.  The cruiser called a traffic motorcycle who wrote up an incident card, but didn't give him a ticket.   why?   He did it, the police saw him do it....why didn't he get ticket?  The guy had just came from a take out burger place and started to eat his meal while waiting for the traffic cop....That added a strange twist to the whole event!.

Police officers have discretion about whether to ticket.  This can sometimes result in unfairness, but generally officers try to do what they think is right.

I have no idea why the officer failed to ticket the driver who rearended your vehicle.  It is possible that the officer thought the penalty for the ticket exceeded the damages to your vehicle(which the other driver will also be responsible for).  

So, in summary, the officer may have thought that paying for fixing your vehicle would be penalty enough for the other driver.

I'm sorry this response is so short, but I have no other explanation.
