You could hire a lawyer or a reputable judgment collection firm in your area. I did a yahoo search on judgment recovery operations in Washington state and came up with multiple options. You should be able to find someone who can take care of this for you. Keep in mind, they will charge a contingency(they keep some of what they recover for you to cover their expenses etc).
You can also check with your local tax assessor for any property owned by the debtor. The secretary of state in Washington can instruct you on how to file UCC liens, securing your position(in the event they try to liquidate property, they would have to satisfy lien holders before doing so).
