I realized earlier that my water was cut off-this bill is paid by my landlord per our lease assignment. I gave him a call earlier and he said that the bill has gotten too high and he is going to go up on the rent next month-by something like 40 dollars.

Is this fair/appropriate/legal?

Unless you have a lease that sets you rent to specific amount your landlord can increase your rent with proper notice for any reason they want.

Unless you have a lease that sets you rent to specific amount your landlord can increase your rent with proper notice for any reason they want.
Your landlord cannot increase your rent while you still have a lease. A lease is a binding contract. It cannot be unilaterally changed.

we still fall under the Napoleonic code if it is in your lease at that price including the agreement on water in the lease he cant change it. also Louisiana law still recognizes oral agreement.

Assuming you don't have a lease...then yes...it's perfectly legal to raise the rent with a months notice.
