Sunk the fishing vessel which failed to display an ROC flag while sailing (hundreds of kilometers from its home in the PRC) in PRC-declared ROC territorial waters? This violates maritime LAW, and is an offense to the ROC.

After all, the PRC claims that the islands a part of Taiwan, where's their respect?

Let's not advocate any violence here. The ROC Navy should have requested the fishing boat be towed to Taiwan, with the captain keelhauled along the way.

Follow the money... the captain was paid by the PRC to create an incident.
