Can a person be ordered to register as sex offender in Wisconsin for the distribution of Flunitrazepam? Is there any case law that I can study to back up a challenge to registration?

I have attached the law in question. I see nothing to prevent it. I am not an attorney, however.

On the face of it and according to statute no. However if the distribution lead to a sexual crime then I would think its possible. Just my thoughts and I am not a lawyer nor case law researcher.
