This article shows the U.S.'s ability and history of using earthquake weapons in Japan, Afghanistan, and possibly in Haiti. I did not yet check it out to see if it can all be verified, but it makes logical sense to me so far.

1. Not to mention, Haiti has oil, gold, uranium, iridium and other such minerals that the same technology can uncover as mentioned in the article.
2. It would make an excellent military base for the U.S. and would give them the 300 maritime miles according to maritime law away from the U.S. and Haiti so they can control trade through Cuba, a country known to stand up to the U.S.'s White supremacist capitalist regime and to aid nations in crisis.
3. Not to mention the U.S.'s history of assassinating Haitians opposed to the puppet leaders they try to install, chasing one of them to S. Africa, and of installing and backing puppet governments like Papa Doc and Baby Doc after refusing to acknowledge that Haiti was a nation when T'oussaint L'Ouverture and other enslaved P.O.W.s (prisoners of war) took control of Haiti from the french (who forced Haiti to pay 21 million dollars when parting)

I don't know much about the possibility of using technology to generate "natural" disasters, but I do suspect that the US will be all over Haiti for awhile to get to that oil, whether the government of Haiti likes it or not.
