Green dot card for international use?

Can I buy one of those Green dot prepaid debit cards and use it to buy something online from the UK? I heard something about a new law being passed banning prepaid gift cards from being used internationally does that apply to green dot debit cards? Also can I load money on to a green dot card with a prepaid gift card that had money on it?
