A homeless person is harassing my children and I. Law enforcement and/or lawyers, please help.?

I am pregnant and I have a son, a homeless man is begun to stalk me and is somewhat delusional. He is very good at manipulating and is beginning to frighten me a lot. He has threatened my children by telling me they will be 'terminated' if they become him and I. He has taken a bus from Northern California to all of the addresses he has found on the internet about me, and is getting closer to finding me based on his information and threats he has been sending, I have checked his IP addresses so I know this is true.

I have filed two police reports, but the police say they cannot stop him from following me around or coming around my children. I cannot "shoot him" or "kill him," because that is illegal. I am very serious about questioning the public as to what is legal and what I can do to keep this man away.

He is homeless which means I cannot file a restraining order, nor a lawsuit to keep him away. He basically has nothing to lose and believes I owe him my love and that I have been "brainwashed" to avoid him and that I truly want to be with him. He tells people I am his girlfriend. He is in his 60s, I am in my 20s. What can I do to get him to go away? I cannot notify authorities any further, and he has to have an address to have a medical evaluation done by local authority.

Please let me know what is legal in my state of CA to pursue to get rid of this person who gives me constant anxiety and sickness. He has stalked me before in college and gotten me evicted from my apartment complex (it was an indoor entry which he forced his way inside and 'camped out' in the hallways waiting for me). When I have had my male friends ask him to leave me alone, he threatens law suit. He is very smart he has a Ph.D. One of the threats he has made is taking me into Mexico for whatever reason. I just want to live safe with my family. I am low income and cannot afford a lawyer.

What power do I have to get him to leave me alone, legally, and legitimately?

What can I do to keep him away from my children?

Avoid him!
and get a restraining order at the court house.
You have to have his name I think - get a copy
of the police reports.

also call the FBI.. if it's that serious.. they might
investigate the police but don't act stupid to the
FBI agent. have your wits together when you call
and don't blast them with information - be a good
listener.

i would call the FBI and contact lawyer its always free to talk to one an they can give you a better ideal of what to do an also i would gather an info like eyewitnesses accounts an any messages he has sent you an take them to a judge as well an if cops still will not do noting i would contact local news an see if that would pressure them into helping as for your own safty along with your son i would keep a can of pepper spray handy.
