Associates at community college and bachelors at university?

Ok so I dropped out of HS the beginning of this year(senior year) due to a mental illness. Which made my GPA drop to 0. So I want to apply to Cape Cod Community College(CCCC) and get my associates in psychology and then after I graduate apply to Eastern Washington University(EWU) and get my bachelors in criminal justice. But when I apply to EWU will they look at my HS GPA or my college GPA? Also do you think this is a wise thing to do? I want to join law enforcement(specifically be a police officer) but I want to have something to fall back on it case something goes wrong. And I would rather get my criminal justice education from a better school because that's the career path I want to take and I would rather get my psychology education from a ok school because it will be my back up.

Colleges do not look at high school records of students who have an associates degree. If you went to community college but did not finish the degree, then colleges vary in how they will deal with it.
