California Child Support Laws?

From what I've heard my stepdad went to prison for 18 months years ago, and during that time his ex filed for welfare, and the state of California charged him with paying back $3000.. The amount went unpaid and is now over $30,000, the children are now adults, and now he lives in Texas with my mother, his new wife. Recently when my mother filed her taxes, half of her return was garnished to pay back his owed, but my mother is now worried that the state will start garnishing her wages and sieze her property to pay back this debt. He has been working, being paid under the table, and while he is a better man than my father ever was, I hate to see him dragged back to prison for something like this.

Is there anything that can be done since the children are now of age?
