Can I go to my first hearing without an attorney in traffic court and hire him for my second one?

I received a reckless driving ticket in VA (going 78 in a 55), and my first hearing is tomorrow. I understand that my lawyer cannot work a deal until my case is at the second hearing (apparently). My only question is do I have to get a lawyer from the start or can I hire him just for the second hearing (if I'm unhappy with the results)? I remember last time I was in court they made me waive my right to a lawyer when I walked up... Does that mean forever or can I just lawyer up at any time?....

ALSO...
Lets say the judge hates me and sentences me to a few jail days. Can I just say ok and walk to the appeals office or will they cuff me right then?

yes. no problem. you can hire and fire attorneys all throughout a court case. some of them may even quit your case if they feel the case is going nowhere...

I do not know what the "first hearing" means to you. If you mean the arraignment, all that happens is that you plead not guilty, set a date for the trial, and leave. You can do that first and hire a lawyer later.
As for the question of bail pending appeal, I do not know the procedures where you are, because I do not know where you are. In my county, you would ask the judge for a stay or for bail pending appeal. The judge would usually agree. There is no such thing as an "appeals office" in my county. Instead, you would file your notice of appeal by mail, and then comply with the briefing schedule set out by the court.

Ask for a continuance to hire an attorney.
