Can you help me understand this bill more clearly?

I need to summarize a bill for government and I think I understand what this on is saying but the wording is kind of iffy to me. Help?

6/4/2009--Introduced.
Child Custody Protection Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place. Imposes a fine and/or prison term of up to one year on anyone who has committed an act of incest with a minor and knowingly transports such minor across a state line to obtain an abortion."

Can you help me understand this bill more clearly?

It is illegal to transport a minor (18 or under) across a state line with the intention of that minor getting an abortion. This would most likely be the case if abortion was illegal in your state, but you took them to another state which allowed it.

By crossing the border with that intent, the adult or parent is waiving the right to have any say over the minor's abortion decision (regardless of any laws in their own state). Essentially, having committed a federal crime, they no longer can apply their state laws governing parental involvement in abortions.

Exceptions are made when the minor is in danger.

It is is possible to defend yourself in court if you can prove, or if it can at least be reasonably believed, that you though the parent had already given consent before you took the child across the border for the abortion.

Fines and up to one year imprisonment are given to anyone committing incest with a minor and then taking them over the border for an abortion.
