Does 450 Million rounds of hollow point ammo seem a bit much for Homeland Security & ICE?

The Department of Homeland Security (DHS) and its Immigration and Customs Enforcement (ICE) office is getting an "indefinite delivery" of an "indefinite quantity" of .40 caliber ammunition from defense contractor ATK.

The high performance HST bullets are designed for law enforcement and ATK says they offer "optimum penetration for terminal performance."

This refers to the the bullet's hollow-point tip that passes through barriers and expands for a bigger impact without the rest of the bullet getting warped out of shape: "this bullet holds its jacket in the toughest conditions."

Since they're not wanting to close the borders. You gotta figure it's scheduled to be used on Americans who doesn't vote for the big government Messiah in November.

You know the old saying (and you only hear this from government).."If we don't spend it all, we'll get less next year." ...

Another motive may be to make less available to the rest of us at a higher cost. Obviously they know firearms sales are way up in this country and they know they can't do much about that (for political reasons).. so targeting ammo makes sense.. right.

But DHS is frigging HUGE now and growing daily as they incorporate state and local enforcement into their operations. Reminds me of that old movie "The Blob".

In fiscal year 2011 it was allocated a budget of $98.8 billion and spent, net, $66.4 billion.

Whereas the Department of Defense is charged with military actions abroad, the Department of Homeland Security works in the civilian sphere to protect the United States within, at, and outside its borders. Its stated goal is to prepare for, prevent, and respond to domestic emergencies, particularly terrorism.[5] On March 1, 2003, DHS absorbed the Immigration and Naturalization Service and assumed its duties. In doing so, it divided the enforcement and services functions into two separate and new agencies: Immigration and Customs Enforcement and Citizenship and Immigration Services. The investigative divisions and intelligence gathering units of the INS and Customs Service were merged forming Homeland Security Investigations.

Additionally, the border enforcement functions of the INS, including the U.S. Border Patrol, the U.S. Customs Service, and the Animal and Plant Health Inspection Service were consolidated into a new agency under DHS: U.S. Customs and Border Protection. The Federal Protective Service falls under the National Protection and Programs Directorate.

With more than 200,000 employees, DHS is the third largest Cabinet department, after the Departments of Defense and Veterans Affairs..
