Drivers Ed Question? (Idaho)?

If you are keeping pace with other drivers at 65mph and the posted speed limit is 55mph you are
A. Not doing anything illegal since you’re following the flow of traffic
B. Only breaking the law if you are on a surface street
C. Speeding and could receive a citation
D. Not speeding, as long as you explain that information to a police officer

I put C because i thought it was the logical answer but it said it was A so what im hearing is that you can speed as long as you keep up with the flow of traffic?

My teacher in the past said that it is declared as speeding. You are correct.
