F-1 College Student Visa - Got Expelled - Is There Any Chances Left For Me ? I Am A Non-immigrant Student In The Usa.

I came to the US to study 3 quarters in a community college. Because of being lack of motivation and have had sickness(have no proof in the US though I have proof in my home country)-I didn't study my best to maintain my status. I got low grades for both 3 quarters as a full-time student. After all, in a day of Feb.2009, a letter come stating that I should write a reinstatement letter to apply for a reinstatement of status, I thought that it was my fault so I didn't try, didn't write anything and got expelled. I left the USA as required on 26th Feb, 2009. I violated the requirements that govern my immigration status and now I deeply regret and understand my responsibility though I also know it's too late. But still wonder if there is any chances left-any? If I apply for another school and get accepted, with a new I-20, would the USA embassy release me a new visa this year?(my old visa expires in 2011) what do I have to do now? and what if i apply for a Canadian college? - Thank you.
