Foreign friend got a traffic violation, got a court date, what now (CA)?

A mexican friend ran a stop sign and got pulled over. He hander over his valid license from Mexico and the officer told him he couldn't legally drive. He then proceeded to write him up for:
12500(a) cvc - unlicensed driver
22450(a) cvc - stop sign

I was told that under V C Section 12502 he can drive I was also told (by John S) that if he goes to court and presents his valid driver's license and visa they would drop that charge. But he also said to "make a complaint to the officer's employing department, since the officer obviously does not know the law."
Will this drop the stop sign violation?
How much is the stop sign violation fine?
How does this work? So, we show up and explain our case? or just walk in and plead "not guilty"?

I also got a letter saying that I must reply in some way, the first option is bail, which is $626, what should I do?

Thanks for the help!

Will not stop the stop sign charge

Usually a Stop sign cost under 200.00

You can plead your case if you want to during that court date, if you don't you automatically get a guilty.

Even a legally licensed driver cannot run a stop sign! The scheduled fine for that is $234. If the conviction will affect his Mexican license, or if he has a U.S. insurance carrier, he may wish to go to traffic school instead, which will add $50 plus the cost of the school.

Yes, he goes in to court and states that he is not guilty of the 12500 charge because he is a resident of Mexico legally licensed in Mexico, but he admits the 22500 charge. (You should not have to post the bail if you are going to appear in court.)
