How do I get a legal job when my law school grades weren't great & I've been doing non-legal work for 2 yrs?

I graduated from law school in 2009 with a joint degree in law and HR. My law school grades weren't the best (just shy of a 3.0), so I decided to pursue a career in HR instead. It's been a little over two years and while I work for a Fortune 500 company, I now know that I have no interest in being a HR practitioner. Law is my first passion, but I'm afraid my grades and the fact that I've been out of the legal field for two years will make me undesirable to employers. I'm interested in labor and employment law and would like to work in law firm or a govt. agency. I've been applying to jobs, but haven't heard back from a single employer. Does anyone have any advice on how to make myself more competitive in this tough job market? Thanks.
