First you find investors with a lot of money who think you have a good idea.
Then you find a source for the water and convince the local government and the EPA that you have a safe and ecological idea and that it won't affect other water users in that area.
Then if you get it approved, you use most of the remaining money to build a factory with all the latest sanitation and bottling facilities.
Now you have to sell it. Most stores know you want their shelf space, and will make you suffer and pay for it.
Then you have to advertise and convince people that it is not just water, but has something really special.
Good luck on any of those points. I have seen several water bottling plant ideas fail because they cannot get permission to withdraw a lot of water from the local aquifers.
