If it's illegal to declare a lower value on an international parcel shipment, which law is being broken?

I understand that if the parcel gets lost or stolen the mailing service will only be responsible for the insured amount (the declared value), however I can't find anywhere which law is actually being broken. I've seen many speaking of "mail fraud", but all definitions I find of mail fraud seem to be much more related to nationwide, remotely operated con-artistry, rather then helping a consumer from another country pay significantly less for a product (I was told that Brazilians pay 60% import tax on the value of the product plus the shipping if this total is larger than $50, which is outrageous in my opinion).
