That's wishful thinking, the facts are that the so-called "justice" system favors those with the most wealth.

There would be lots.
Pollution is distributed and has a weak effect at the individual level.

It would be trivial to argue in court that any one factory was responsible.

There's also the inconvenient fact no industry has ever willingly controlled its pollution.

Deleting the question every time someone points out how wrong this idea is won't work either.
