Some areas may not have a specific law against it, but most officers would probably consider it "reckless driving"

idk but i got a ticket for backing out of my driveway and backed into a idiot backing out of the road across the street i was told u cant back out of a driveway legally and the other guy got off so i guess you can since he didn't get into trouble but don't quote me lol i also wouldn't suggest doing it

You will get a ticket for it. The way the law is set up you can get a ticket for doing just about anything.

At one time, most laws were that you could back as far as needed, provided you did not back through an intersection. As for backing into your neighbor, I would imagine that each of you backed over the center of the street, when you should have been backing into the lane nearest you.
