Is it illegal to film a minor being arrested on public property without parental consent?

From what I understand. It is perfectly legal and well within anyone's rights to be filming on public property where there is no expectation of privacy under the first amendment. Freedom of speech, freedom of press.

However, does filming a juvenile being taken into custody while on public property without parental consent illegal? Just as a means of observing the situation as a law abiding citizen utilizing his rights?

No, it's not illegal.

Anyone in public has no expectation of privacy, that includes minors.

Parental consent has nothing to do with anything.

It is generally legal to film in public. There are some states and locales that have laws against filming law enforcement in certain situations. Whether or not these laws are constitutional is a discussion for another time.

Specifically filming the arrest of a minor (as opposed to an adult) could not be illegal because it can't be expected that the person filming the arrest knows the age of the individual. However, there are laws in place concerning the privacy of juveniles in the criminal justice system that could determine what could be done with that video.
