Is it legal for the community college to change a grade from a C to a D if the Math state exam is not passed?

With the new end requirement of the end of course exams, how can a college legally change a grade from a C to a D and require the student to retake the course in which they have already passed? And only allow the student one chance to take the test, even students that don't pay for their education get more chances to take FCAT test and they have had up to 12 years of learning...For those of us that have been out of school for some time really makes it difficult in this economic time to further our education. I am on a limited budget and get no financial aid, I am not stupid, just not a genius in math!
