Is it possible for a twelve year old to get contact lenses in Illinois through a public aid medical card?

By possible I suppose I mean "legal" as I believe an adult can get a pair through the medical card, but I'm not sure if a child can.

Preferably a permanent pair of RGP(Rigid Gas Permeable) lenses.

Also, can anyone tell me why exactly it's impossible to wear "daily" lenses for more than a day?

No. It will depend on the specific program but most do not even cover contacts for adults, just glasses and only a very limited choice of frames. The Illinois Health Connect Guide says that for kids
"Vision services that HFS may cover:
•Visions screenings for preschool and school age children
•Eye exams
•Eyeglasses
•A second pair of eyeglasses if glasses are lost, broken or medically necessary.
•Only certain eyeglass frames"

They do cover the eye exam so you could get a prescription and pay for contacts yourself.
