Is it required for texas police to test driver in fatal accident for alcohol and drugs?

Obviously it should be common sense I would think in an investigation of a vehicular pedestrian accident that resulted in fatality, but I got the police report back today and some of it is blank and incomplete, there is a written description of what happened that is about one sentence long, and the driver was not tested for alcohol or drugs. Can anyone help here? I know states have different laws and procedures, but anyone know if TX is required by policy or law to do this?

Absolutely!

I know of no state that would NOT require either blood or alcohol testing to insure a driver wasn't criminally negligent for a death related vehicle accident!

An accident does not necessarily warrant a drug and alcohol test
