No Obama does not have the power to give amnesty. He just issued a presidential directive. That does not mean it is a law now. It just means they will not actively pursue certain individuals.

no, it's only a temporary program at the moment, for 2 years. as for why, among other things because the polls indicate that more people are for it than are against it.
