Names, letters, and short phrases cannot be protected by a copyright, regardless of the treatment of the text. Therefore, a letter "C" with a circle around it cannot be protected -- it does not have enough "original authorship" to be able to be eligible for a copyright. (Take a look at the Logo Design Copyright Text linked below for an example of this.)
As far as patents go, patents are for new and innovative processes. A letter with a circle around it neither new and innovative, nor a process, so it cannot be protected by a patent.
