My Outlook 2007 Does Not Catch All The Emails I Set Rules For. Why Is This Happening? Any Help?

i have set rules for emails to go to specific folders. when i ran the rules it shifted some of the old emails in to the appropriate categories but not all. it is not even pushing new emails into the categories. i have the rules set up right as it is not that difficult. does anyone know why this is happening?thanks
