My windows in Windows 7 are covering the taskbar when full screen. How do I fix this?

when not in full screen the windows surpass the "border" of the taskbar and go all the way the bottom edge of the screen.

I tried to right click the taskbar --> Properties but there was not an option of "always keep taskbar on top"

How do i fix this

Right click the task bar, select properties, and remove the check mark from auto hide task bar.
