Ned help with a mock bill for gov class?

I need to write a bill for my government class. We're going to hold a mock congress and attempt to get our bills passed through the committee. I want my bill to focus on the separation of special interest funding from politics, campaigns and elections. Considering there once was a time in American history that corporations caught attempting to sway political action were criminalized and prosecuted, I wish to separate the two. However I need your assistance with a few steps for whomever is willing to help. I feel that asking for advice from fellow citizens helps ensures this bill is well rounded and thorough.

-Arguments against this act ( to aid in the defense of my bill)

Help Creating a Solution:
-Who should be responsible for ensuring the bill's execution?
-What kind of funding might be required?
-If mandated action is required, what should the penalties be and who will enforce them?
