Hoping someone can help. A friend of mine runs a small special needs school in the UK and has been doing so successfully for many years. Just recently, and quite unexpectedly, there has been a letter of complaint written by a residential neighbour close by, indicating that the level of noise eminating from the playground during break times has reached an unacceptable level. None of the other neighbours have any issue with this as there are never more than a handful of children using the playground at any time.
Yesterday, one parent indicated that there has been a recent European law passed which states that neighbours' complaints about noise from a school playground are inadmissable. I've done some cursory online research on my friend's behalf to see what legislation she may be referring to but have come up empty-handed. Any legal boffins out there have any idea if such a piece of legislation exists and if it would be binding in this instance in the UK?
