Higher-ups within U.S. Citizenship and Immigration Services are pressuring rank-and-file officers to rubber-stamp immigrants’ visa applications, sometimes against the officers’ will, according to a Homeland Security report and internal documents exclusively obtained by The Daily.

A 40-page report, drafted by the Office of Inspector General in September but not publicly released, details the immense pressure immigration service officers are under to approve visa applications quickly, sometimes while overlooking concerns about fraud, eligibility or security.

One-quarter of the 254 officers surveyed said they have been pressured to approve questionable cases, sometimes “against their will.”

The report does not call out any particular officials and indicates that the agency has had a problem with valuing quantity over quality since at least the 1980s.

But high-ranking USCIS officials said the pressure has heightened after the Obama administration appointed Alejandro Mayorkas as director in August 2009 during an effort to pass comprehensive immigration reform, bringing with him a mantra of “get to yes.”

Internal communications provided to The Daily indicate that the new leadership seemed to fundamentally clash with career agency employees over when to afford the benefit of the doubt, culminating in a whistle-blower investigation into a senior appointee and, ultimately, the agency-wide inspector general inquiry that produced the report.

“We recognize their right to interpret things as liberally as possible, but you still have to follow the law,” said one high-ranking official who was unhappy with the current push.

At least five agency veterans seen as being too tough on applicants were either demoted, or given the choice between a demotion or a relocation from Southern California — where their families were — to San Francisco and Nebraska, according to sources and letters of reassignment provided to The Daily.

Those kind of threats have caused lower-level employees to fall in line, sources said.

In my personal opinion, what you are describing is driven by two trends: (1) Elected officials who are dependent on the welfare vote want to flood this country with welfare recipients. This is also a reason for the growth of government, another group that is used to having its hand in taxpayers' pockets without any corresponding accountability for productive work relative to the amount they abscond with. (2) Government acts as an agent of corporations. Corporations want to constantly raise the number of workers relative to the number of jobs so as to suppress wages. This also drives the number of jobs being sent to other countries.

Under the conditions of these two trends, it is easy to see why people are increasingly pushed into poverty and why more and more wealth ends up in the hands of fewer and fewer people. (According to WSJ, 4% of the people now control 75% of the nation's wealth.)

What to do? The first responsibility of citizenship is to vote intelligently. Yet, from what I can tell, less than 50% of our citizens register to vote and less than 50% of those actually vote. So, when a politician says they have more than 90% of the vote, they still have no "mandate". They have the support of less than 50% of American citizens.

We MUST vote. The most powerful corporation gets zero votes. The richest and most powerful people get one vote each, just like the poorest person. If you do not like the major-party candidates, vote for someone else, even it is just someone you respect. Write that person in. Will your vote be wasted? Absolutely not. Every vote is counted. Yes, at first, a major-party candidate will still get elected. But, it will be very noticeable that most of the people are not voting for major-party candidates. That would be good encouragement for a strong third-party candidate to come forward.

Our system of government responds to those who participate. By not voting wisely, people are not participating. Is it any wonder that our government acts as an agent of those who do participate, wealthy people, corporations, lobbyists, and special interest groups? We as citizens need to participate. We need to fulfill our first responsibility as citizens. Will politicians still do as they please? Some will continue to try that. But, when they see themselves voted out of office they will soon get the message that they need to represent the people and stop living in their separate cocoon, disassociated from the population they are supposed to serve.

You also should visit the career counselor in your school or city. Be encouraged. Trust God. Maintain a strong performance ethic: study-learn-work-produce. That is your foundation.

what rubbish ...USCIS dont issue visas .. thats the job of the State dept in consulates worldwide
