Question about Copyright Infringement?

I had a question about copyright infringement because Leahy is proposing a bill called the "Protect Intellectual Property Act" where it's going to give the government power to shut down websites dedicated to infringement.

Would Art fan sites fall under this? Like in DeviantART, there are artists on there, even professional artists who draw for comic books, who do commissions and some commissions they do involve copyright characters like Sonic or Goofy. Like they have Sonic posing with a warrior outfit.

If that bill were to pass as a law...not sure how....would DeviantART be affected by that bill with pics like that? I'm confused with commissions since I see them at conventions.

Ultimately, the answer to your question will depend on the text of the bill. Does it say the kinds of websites that it will shutdown and/or the criteria that is used to shut websites down? Does this criteria include the websites you mention? What is your interpretation of the text? Are there aspects of the text that confuse you into believing that it might or might not include deviantart or ebay?

By the way, I googled "Protect Intellectual Property Act" and only saw 4 results including your question. Are you sure that's the right name? You might consider linking the text of the bill. It's impossible to answer your question without reviewing the text of the bill.
