Questions about our property manager/apartment?

Alright, just to let you know. I'm only 15, so I'm not very smart about these things...

Anyways! I was just wondering if we should call a lawyer about any of this stuff...because...well, it's hard to explain. Lemme list some problems.

1: When we first moved in, our property manager refused to let us pay for our own water. We had to pay him each month instead of the BPU. (He told us he'd give us any extra money, but he's been giving it to the people upstairs.)

2: The neighbors are constantly stomping, fighting, stealing things off of our porch, and STOMPING on our porch. (We both have different entrances. Their door is on the other end of the house. It's nowhere near our porch.) They've stomped so much that the ceiling is collapsing. (Their floor, our ceiling.) The property manager refuses to do anything, and the police said that they "can't help with this kind of situation".

3: The property manager won't let us contact the actual owner of the building.

4: There are cockroaches EVERYWHERE.

5: The property manager said that there were working washer/stove hookups here, but they DO NOT WORK. They're COMPLETELY rusted over. (We had to sell our washer, and we don't have a stove. My mom has to wash clothes in the bath tub. And we only have a half-broken hot plate and a rusted-up microwave to cook with...)


And that's just a few problems! What should we do?

Is the property manager doing anything illegal? Should my mom call a lawyer?

We live in New York State, Chautauqua County area by the way. I know that laws are different in different provinces.

We'd move, but we can't afford it at the moment...

Oh, and sorry about the category. Not sure where to put this...

1. May or may not be legal.
2. call the police, absolutley a police issue.
3. He isn't obligated to. The owne doesn't want to hear form you, that's why he has hired a property manager.
4. ask for pest control.
5. If a stove was never provided, ten it isn't necessary to have one. Ask for the washer/dryer hookups to be fixed.

BEst ofall, if you have no lease, give notice and leave. Sounds like the place is a crap hole anyway.
