Transparency and Open Government

Memorandum for the Heads of Executive Departments and Agencies
SUBJECT:      Transparency and Open Government

My Administration is committed to creating an unprecedented level of openness in Government.  We will work together to ensure the public trust and establish a system of transparency, public participation, and collaboration. Openness will strengthen our democracy and promote efficiency and effectiveness in Government.

Government should be transparent.  Transparency promotes accountability and provides information for citizens about what their Government is doing.  Information maintained by the Federal Government is a national asset. My Administration will take appropriate action, consistent with law and policy, to disclose information rapidly in forms that the public can readily find and use. Executive departments and agencies should harness new technologies to put information about their operations and decisions online and readily available to the public. Executive departments and agencies should also solicit public feedback to identify information of greatest use to the public.

Government should be participatory. Public engagement enhances the Government's effectiveness and improves the quality of its decisions. Knowledge is widely dispersed in society, and public officials benefit from having access to that dispersed knowledge. Executive departments and agencies should offer Americans increased opportunities to participate in policymaking and to provide their Government with the benefits of their collective expertise and information. Executive departments and agencies should also solicit public input on how we can increase and improve opportunities for public participation in Government.

Government should be collaborative.  Collaboration actively engages Americans in the work of their Government. Executive departments and agencies should use innovative tools, methods, and systems to cooperateamong themselves, across all levels of Government, and with nonprofit organizations, businesses, and individuals in the private sector.  Executive departments and agencies should solicit public feedback to assess and improve their level of collaboration and to identify new opportunities for cooperation.

I direct the Chief Technology Officer, in coordination with the Director of the Office of Management and Budget (OMB) and the Administrator of General Services, to coordinate the development by appropriate executive departments and agencies, within 120 days, of recommendations for an Open Government Directive, to be issued by the Director of OMB, that instructs executive departments and agencies to take specific actions implementing the principles set forth in this memorandum. The independent agencies should comply with the Open Government Directive.

This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by a party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

This memorandum shall be published in the Federal Register.

Just remember all of this in November. We all have one opportunity to get rid of the lying sack of garbage. I hope by now everyone realized he only said waht he said for votes in 2008...
Romney 2012...

Many people voted for Obama as he promised hope and change, he said he could do many things like lower unemployment, and turn the economy around. All of this was done so that in the end the American people could sit back and ask themselves "am i better today?". So with 3 and a half years of Obama i can honestly say NO.
He has had his turn of fast talking community organizing. I think it is the next guys turn. He gets 4 years and if he screws up like Obama, he goes too. But he deserves a turn. Voting Obama back for another 4 years is insanity(doing the same thing over and over and expecting a different result.)

I found a lie in your first sentence...Not only was the healthcare debate OPEN, but over 100 REPUBLICAN AMENDMENTS were added to Obamacare...

And he was supposedly against the wars too! Now he is executing US Citizens with drones and without a trial! Isn't that great!

The GOP had the ACA bill for 200 days and offered nothing in place of the bill.

The Justice Department has turned over 7600 documents re: Fast & Furious to congress; just about everything that was originally requested. The documents being withheld are those documents that were written after 2/2011 and after the investigation was closed. Some of these documents would jeopardize the workings of our Government in the future and the lives of certain Federal Agents. There is a good possibility that no President would be able to use "Executive Power" again.

Transparency is a good thing, provided it does interfere with the working of Government or the safety of our Country.

Thank you for your Support of President Obama. Every time a Conservative posts a question or answer showing their total ignorance, it reflects on all Conservatives and influences others to vote for Democrats.

I would also like to thank you and all the other Conservatives who prove how ignorant they are by posting questions and answers that prove their lack of knowledge and/or the fact that they are just too lazy to research a question or answer before posting it. It reflects so well on your Party
