Texas Lawyers, if you are self-employed and a client takes back his money during the process, can you sue?

He said that I was taking to long but it's not true, we had no time limit due to no contract. He paid my invoice thru Paypal and did a bank reversal lying to his bank saying it was an unauthorized transaction. I want to sue him but I can't find of the act or section number that can help me? I want to take him to small claims court.

breach of contract is grounds for a suit.

Sue him. Hopefully the amount is small enough to qualify for small claims.
