I need help coming up with a thesis statement on Gun Control that is not for or against it but neutral.

My assignment: Argumentative topic written in an informational - style paper. Should be a debatable topic concerning social, political or cultural relevance. Will present both sides of the argument without providing personal thought or opinion. **You will be providing both sides to the debatable topic, but will NOT be providing your opinion or side. You will only provide factual information to highlight each side. Each side will be neutrally presented allowing your audience to make their own decision as to which side to take.

My Topic: Do tough gun control measures help reduce deaths and injuries associated with guns? Or are they ineffective and an infringement on a fundamental right to bear arms?

Gun control measures has been shown to reduce deaths and injuries associated with guns, yet they are ineffective and an infringement on a fundamental right to bear arms.

Then you could have half the paper list off points about how studies have shown reduced gun deaths and injuries in areas of tough gun control (maybe other countries have better examples than the US), and the other half show how half-assing the laws in the US is ineffectual and is definitely an infringement of rights.
